North Carolina requires a plumbing license for plumbing work done for pay under G.S. 87-21, with an exception for an owner on their own property. Ask for license information before any job starts.
North Carolina's State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors keeps an online license search, so you can check that the name on a quote matches an active license before work begins. Ask the plumber for the license number and the exact business name, and ask who will be on site. If the answers differ from what the board shows, ask why before you agree to anything. A plumber who is comfortable with the question will answer it in a minute.
